TALC is a "think tank". We advise, assist and facilitate projects, programmes and ideas. The primary focus of our work is capability building in T&L. TALC was initially established in 2000 in NSW, and then funded jointly by the NSW and Commonwealth Governments in 2004. We have enjoyed bipartisan support since that time. We also work closely with private companies, industry associations and trade unions on industry related projects within our mandate. In 2007 TALC became a not-for-profit research group and has continued the good work, funded by a combination of industry and government contracts.
Building capability refers to creating a capacity in the T&L sector to encourage people to analyse the present business environment, develop future business strategies, provide the knowledge and systems to support the strategies and generally have the best combination of people, processes and innovation to be the world's best T&L sector.

At present, TALC is providing long term advice and support to the Australian Transport Council and the Commonwealth Department of Infrastructure and Transport on a national Strategic Action Plan in the area of workforce planning and skills that was endorsed by the Council in 2009. A network of local industry based advisory groups has been established in every State and the Northern Territory. TALC is facilitating this network in conjunction with the Department. Local initiatives and progressive national ideas to build workforce capability are emerging from this network. One of these - a "T&L Workforce Gauge" survey tool developed in Queensland is accessible through this website - see the tab for the Gauge at the top of this page.
TALC is also assisting the Commonwealth Government in the training aspects of the national Shipping Reform Strategy. Dr Hull has just finished chairing an Industry Reference Group which examined ways and means to improve training delivery in maritime occupations. This included work on a workforce planning model, national coordination of delivery systems and related matters.
Further, TALC is project managing a range of industry led special initiatives in continuing professional development, fuel efficient road transport operations (see the SAFEDLP tab at the top of this page), further education for freight forwarders, and work for Infrastructure Australia in the area of improving productivity via more collaborative operations in infrastructure projects.
In particular, in 2006 TALC established and supported five national industry Associations to set up a Transport and Logistics Certification Council to award industry based accreditation for professionals working in transport and logistics. The CPL (Certified Professional Logistician) and the CTP (Certified Transport Planner) are the first ever attempt in Australia to offer a combined industry accreditation across the key national professional Associations.
